What is WHQS 2023?v
The Welsh Housing Quality Standard (WHQS) 2023 is a new set of requirements designed to ensure that all social housing in Wales is safe, comfortable, energy efficient, and supports tenants wellbeing. From April 1, 2024, all social landlords must begin working towards meeting these standards.
WHQS 2023 focuses not just on the condition of homes, but also on how they support health, education, and quality of life. It also places a strong emphasis on tenant involvement in shaping how improvements are made.
What Does This Mean for You?
To meet WHQS 2023, Cartrefi Conwy will ensure that your home is:
- In good condition and well maintained
- Safe and secure
- Affordable to heat and energy efficient
- Equipped with a modern kitchen and bathroom
- Comfortable and suitable for your household’s needs
- Ideally has a garden and pleasant outdoor space
What’s New Compared to the Previous WHQS?
The updated standard:
- Puts tenants at the heart of decision making
- Aims to improve health, education, and wellbeing
- Requires landlords to consult and collaborate with tenants
- Introduces Targeted Energy Pathways (TEPs) to improve energy efficiency of homes
Targeted Energy Pathway (TEP)
Each home will have a Targeted Energy Pathway a plan based on an detailed assessment of your home. This plan will outline the steps needed to improve your home’s energy efficiency and make it more affordable to heat.
The TEP will be delivered in phases over several years. It will be regularly updated to reflect:
- Progress on wider home improvement works
- Emerging technologies
- New funding opportunities
The TEP will also form an integral part of our long-term, 30-year strategic plan for housing improvements.
