We’re proposing to build new affordable homes at the former donkey field, Ysguborwen Road, Dwygyfylchi.
Here are answers to some common questions that we’ve heard. We will go into more detail through the formal Pre-Application Consultation (PAC) process.
How many homes and building structures are proposed?
We propose to build 12 homes across 5 buildings. The homes will be a mix of size and design to meet local housing needs. The layouts will make best use of the space on the site and respect the existing character of the area.
What types of homes are proposed?
We plan to build different types of homes, which include 1-bedroom cottage flats, a 2-bedroom bungalow, and semi-detached houses with two and three bedrooms. This mix is based on advice from Conwy County Borough Council’s Housing Strategy team about the types of home that are needed by the local community.
Will the homes be for sale or rent?
All the homes will be for rent at social and affordable/ intermediate rates. It is important to us that we increase the number of secure, quality homes in the area. None will be for private sale.

Will the homes be suitable for older people or assisted living?
Yes. All homes will meet Welsh Government Design Quality Requirements and be built to Lifetime Homes standards. This means that homes will be easy to get into and around and they will be able to meet people’s needs as they change over time. We’ve thought carefully about the design of the homes, but the shape and slope of land around the homes might mean they’re not suitable for everyone.
Could the design be changed based on public feedback?
The site is challenging to build on because of the shape and slope of the land, the existing houses and the A55 nearby. This means that there isn’t much that we can change but we are keen to listen to any ideas.
Why are so many homes being built? Can it be fewer?
The original design was for 15 homes, but we reduced it to 12 because of the size and shape of the site. We can’t reduce the number of homes any more or it wouldn’t be financially sensible for us to build them.
Can more bungalows be included in the plans?
Bungalows need larger plots to meet design and accessibility standards. Including more of them would reduce the overall number of homes, which means the scheme wouldn’t work within planning and funding limits.
How will dust and noise be managed?
We’ll follow strict regulations and best practice to keep the site safe and tidy. If the planning application is approved, a contractor will be appointed, and they will agree a plan with Cartrefi Conwy for how to manage the building work.
How long will construction take and how will disruption be managed?
Cartrefi Conwy and the appointed contractor will write a plan to manage traffic, dust, noise, and working hours to minimise disruption. This will be a condition of planning approval.
How will the development respect neighbours and the local area?
The site is designed with lower buildings at higher points of the site, and good space between the buildings. There will be thoughtful landscaping and Secure by Design principles to keep the area peaceful and safe.
Will the development affect property values nearby?
Our aim is to deliver well-designed homes that meet the area’s housing needs. Planning rules don’t look at house prices when making decisions.
Will existing trees and hedges be kept?
We’ll keep as many trees and hedges as we can. We’ll also plant more on the site to support privacy, biodiversity, and appearance. An arboricultural survey will be submitted as part of the planning process to assess and report on the condition of existing trees.
What is happening with the bus stop?
As part of the planning application process, we’ve suggested a new location for the bus stop. We need to move the bus stop so that we can create a new road for vehicles.
How is Cartrefi Conwy addressing traffic concerns on Ysguborwen Road?
We’ve arranged for experts to study the traffic on Ysguborwen Road. Their findings will help us to design roadways that are safe. The Council’s Highways Department will be asked to review and approve the designs.
Will the development support improvements to local infrastructure?
Yes. As part of the planning process, a Section 106 agreement will say how much money Cartrefi Conwy will contribute. The Council will decide how this money is spent, and it could support local services such as schools, healthcare, green spaces or transport.
How will waste and recycling be handled?
Each home will have its own waste and recycling bins. Flats share bin-storage areas that are designed to be safe, accessible, and comply with local authority standards.
